UN chief urges rule of law and rights in Ethiopia’s Tigray

UNITED NATIONS (AP) — U.N. Secretary-General Antonio Guterres urged quick restoration of the rule of law and respect for human rights in Ethiopia’s defiant Tigray region on Monday as well as reconciliation efforts and unfettered humanitarian access.

U.N. spokesman Stephane Dujarric said the secretary-general has engaged in “an active dialogue” with Ethiopian Prime Minister Abiy Ahmed, including a phone conversation on Monday, and “is very concerned about the current situation.”

Ahmed declared victory on Nov. 28 in a nearly monthlong military power struggle that exploded between his government and the heavily armed regional government in Tigray that once dominated Ethiopia’s ruling coalition. Fighting continues in some areas, and with the leaders of the Tigray People’s Liberation Front on the run in rugged territory, fears remain of a drawn-out conflict.

All humanitarian aid to the Tigray region, from medical supplies to food, has been blocked since the fighting began, to the growing distress of the humanitarian community and health experts alike. Last Wednesday, the U.N. said it had signed a deal with Ethiopia’s government to allow aid access in Tigray — but only to those areas of it under the federal government’s control.

Dujarric said Secretary-General Guterres’ call for unfettered access “implies that the agreement still needs to be fully operationalized — and we very much hope that that will happen.”

Communications and transport links remain largely severed to the region of 6 million people, so it’s difficult to know the situation on the…

Four Ethiopian aid workers employed by two separate foreign organizations were killed in Tigray near the border with Eritrea last month during a war in the northern region, a humanitarian and a diplomatic source said on Wednesday.

The circumstances of their deaths were unclear, but they took place in one of four camps for Eritrean refugees, the sources told Reuters.

There was no immediate comment from Ethiopia’s government or the Tigray People’s Liberation Front (TPLF) who have been battling since Nov. 4.

The aid organizations declined to comment because a communications blackout in Tigray meant relatives had not been reached nor the exact circumstances of their deaths verified.
There were credible but unconfirmed reports that a fifth aid worker had also died in Tigray, another humanitarian source told Reuters in Europe.

The conflict is believed to have killed thousands of people in Tigray, sent more than 45,000 refugees fleeing to Sudan, and forced several hundred foreign aid workers to leave the region for safety reasons. Via Reuters

Sudanese army handed back 50 Ethiopian soldiers who crossed the border area of Al-Fashaqa in Gadaref state, Sudan Tribune has learnt on Tuesday.

The Ethiopian force consists of 31 soldiers belonging to the Ethiopian National Defence Force (ENDF), 13 from the Ethiopian Federal Police, 6 from the Ethiopian Customs Authority, in addition to a woman, military sources told the Sudan Tribune.

The military force was commanded by an officer with the rank of Lieutenant.

He and his soldiers came from the western Tigray via the city of Mai Khadra and surrendered to the Sudanese authorities at the Lugdi border crossing in Al-Fashaqa locality of Gadaref state.

On 21 November, Ethiopian Prime Minister Abiy Ahmed gave the Tigray People’s Liberation Front (TPLF) forces 72 hours to surrender before to launch a military offensive on Mekelle, the capital of Tigray region.

On 28 November, the Ethiopian army captured Mekelle without significant resistance amid reports that the TPLF leader had evacuated the town several days ago.

The Sudanese military sources said that the handover of the Ethiopian fleeing troops occurred after the capture of Mekelle, without giving a specific date and the reasons for the handover in detail.

The handover took place in Metema town in northwestern Ethiopia, on the border with Sudan, the source said stressing they also gave back their weapons and equipment.

General Abdel Fattah al-Burhan head of the Sovereign Council was in Addis Ababa three days before the comprehensive attack of the federal army on the recalcitrant TPLF leadership which continued to the federal government.

The Sudanese army arrested a senior Ethiopian militia leader fighting along with the Tigray rebels inside the Sudanese borders, accompanied by his family members and a huge amount of money and gold.

Reliable security sources told the Sudan Tribune on Monday that the military intelligence of the 2nd Infantry Division in Gedaref had spotted the militia commander, accompanied by dozens of soldiers and his personal protection team, along with his family in the Allaw border area in Al-Fashaqa locality.

The arrested group is suspected of being involved in attacks on Sudanese lands in the Greater Al-Fashaqa area inside the Sudanese territory. It managed to control 150,000 acres belonging to Sudanese farmers and herders in the areas of Majaj, Allaw and Allakdi where the militia practised widespread terror operations amid villagers, the sources said.

“The militia leader owned about five thousand acres of agricultural land in the Al-Allaw area for decades. He used to cultivate it and sell its products to the western Tigray region,” the military sources said.

It further said that the Sudanese forces found in his possession about 5 billion pounds, large quantities of gold, furniture and two luxury cars.

The Ethiopian authorities launched a manhunt on Sunday for leaders of the Tigray People’s Liberation Front (TPLF) who fled Mekelle on Saturday.

There were reports that some rebel leaders fled into mountainous areas, while others crossed into the Sudanese and South Sudanese border.

The Sudanese authorities pledged to cooperate with Addis Ababa to prevent the rebels from hiding in Sudan.
